Our History

Founding Partner Bobby Stem opened the doors to Capitol Gains in 1998. He based the business on a very simple mission statement: effective, aggressive and ethical representation that delivers results. Today it remains the cornerstone of what we do and who we are.
Since it’s inception, Capitol Gains has become one of the most effective and well-respected government relations firms in Oklahoma. Whether it is a comprehensive government relations program or a specialized project, we stand ready to commit our full resources to achieving results.

Our Team
Bobby Stem, Founding Partner
–Bobby started Capitol Gains in November of 1998.
From 1991 until 1998 he staffed two Governors, a Speaker of the House as well as the President Pro-Tempore of the State Senate. He has a BA in Political Science from the University of Central Oklahoma and a Jurist Doctorate from the Oklahoma City College of Law. Since it’s inception in1998 Bobby has been the driving force that has helped us become one of Oklahoma’s premier government relation’s firms.

Bill Case, Partner – Bill joined Capitol Gains in 2006 after serving 12 years in the House of Representatives, climbing to Republican leadership and seated as chairman of the Municipal Government Committee. Prior to legislative service, Bill served on the Midwest City Council and later as mayor. During his years of service Bill was named Legislator of the Year by The Oklahoma Municipal League, and also the County Government Legislator of the Year.
Prior to Bill’s public service he owned and operated a family business in Oklahoma City for 22 years. 

Bill’s experience in the private sector as a business owner, and the public sector as a policy maker have given him a unique skill set in developing public policy on behalf of our clients. Bill holds a BS in Parks and Recreation Administration from Appalachian State University.

Nate Webb, Partner – Nate brings a unique perspective to Capitol Gains having worked in both the world of politics and public relations.
Most recently he served as chief of staff to Oklahoma Governor Mary Fallin during her two terms in Congress. In Washington Nate oversaw development and implementation of legislative agendas, development and execution of the congresswoman’s mass media plan, served as lead liaison with leadership staff as well as legislative leadership in Oklahoma. Nate came to Washington with Fallin after serving as her chief of staff during her third term as Oklahoma’s lieutenant governor.
Nate’s forte is media and government relations; having entered the political world as communications director for Oklahoma’s successful Right-to-Work campaign. Since then he has served in a Communications capacity for several political campaigns as well as Oklahoma City-based Devon Energy Corporation.


Nate’s media roots run deep, having started his professional career as a political reporter at the state capitol building in Maine. Prior to entering politics he worked for over two decades as a news reporter, managing editor and news director.
This combination of political and public relations experience gives Capitol Gains an even more diverse arsenal of knowledge to help serve our clients.

Courtney Jones, Director of Research – Courtney came to Capitol Gains 3 years ago from e-Capitol, one of the premier legislative tracking services. She specializes in tracking legislation. 

Courtney has since completed her BS and Masters Degree. Courtney handles all of our administrative duties, scheduling and tracking. She assists with all aspects of the firm.
